All applicants must demonstrate successful completion of a full 4 ? year course of study in an accredited college or university leading to a bachelor?s or higher degree that included or was supplemented by at least 24 hours in one or a combination of the following areas. At least one course must have been from (1) or (2) of the following: 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. You will keep abreast of developments in both the education field and related Army regulations. You will develop, or participate in the development of, needs assessment surveys; design, conduct and analyze surveys to determine current status and needs in education and training. You will plan work to be accomplished, to include establishing priorities and schedules as appropriate. You will make continuing and special assignments considering the nature and difficulty of work, special requirements, and capabilities of employees. You will reschedule work and change assignments for full utilization of personnel and to accommodate special projects, workloads and training. You will serve as the contracting officer?s technical representative for non-personal services and institutional contracts. You will monitor contractors for compliance with standards and provisions.
