QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE: Must have one year of specialized experience equivalent to the GS-13 level to qualify for appointment at the GS-14 grade
level.Specialized experience is that which equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of the organization and of the NSA, practical experience with information/intelligence processing and handling.Knowledge of communication and national SIGINT systems; and a firm understanding of NSA's Transformation/future technologies efforts.Skillful in approaching the individual or group in order to obtain the desired effect, such as gaining compliance with AF ISR Agency positions by
persuasion or negotiation, or gaining information by establishing rapport.
PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

ADDITIONAL CONDITIONS OF EMPLOYMENT:This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs and if requested, submit to urinalysis testing.Incumbent must sign a statement acknowledging the position occupied is a Testing Designated Position.The incumbent must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the duties and responsibilities of this position.The incumbent is subject to periodic urinalysis testing.A successful completion of a counter-intelligence (CI) polygraph examination is required.Position requites the incumbent to sign a mobility agreement.In accordance with Defense Acquisition Workforce Improvement Act (DAWIA), the incumbent must have a minimum level I certification in Life Cycle Logistics and achieve Level II in 18 months.The incumbent may be required to travel by military or commercial aircraft in the performance of temporary duty assignments.Overtime may be required as the workload demands.

The incumbent serves as the AF senior acquisition project manager for Signals Intelligence (SIGINT) acquisitions, under the Chief, Acquisition and Logistics Division, representing and coordinating AF ISR Agency cryptologic acquisition and logistic issues with the National Security Agency (NSA), other agencies and Headquarters United States Air Force. As the branch chief, supervises 15 military members. Serves as the AF ISR Agency OPR for
managing the deployment of NSA systems totaling over $100 million per annum to AF sites. Serves as the senior AF civilian providing cryptologic project management representation to the National Security Agency. In compliance with the DoD, Air Force and AF ISR Agency policy and guidance, prepares, reviews and validates acquisition documentation deliverables in satisfaction of the DoD-4ireoted consolidated Cryptologic Program (CCP), Defense Cryptologic Program (DCP), Defense Counter-drug intelligence Program (DCIP) and National Reconnaissance Program system acquisitions. Maintains contact with high level personnel in various responsible agencies an effort to maintain and improve capabilities. Represent AF
ISR Agency to NSA and other Washington agencies deployment and new acquisitions when acquisition and logistics expertise is needed. Responds to all Air Staff, AF ISR Agency and AF requests for assistance. Executes and oversees branch budget to align resources against travel and training requirements. Supervises 15 military personnel. Performs supervisory and personnel management responsibilities to include initiating disciplinary actions as required, evaluating performance, identifying training needs, managing the branch travel schedule and budget, etc.
ADDITIONAL INFORMATION:This position is a Defense Civilan Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.This position is in the Excepted Service.
