NCAN07849485R1 Quality Assurance Specialist QUALIFICATIONS REQUIRED: Click on link below to view qualification standard. General Schedule Ensures evaluation methods provide systematic and equitable review appropriate to the service; includes methods for determining acceptability/non-accept-ability of performance. Investigates customer complaints and deficiency reports, initiates action to determine cause, and recommends resolution. Analyzes quality data to detect unsatisfactory trends/conditions and/or weaknesses in the contractor's/MEO's quality control system and monitors Quality Control procedures IAW contractor/MEO Quality Control Plan. Reviews and evaluates technical data to identify characteristics that may affect the quality of the finished product or service. Reviews and evaluates products, services, and procedures contained in the contract through periodic audit and surveillance inspections. Formulates recommendations for corrective action by the contractor when deficiencies and unsatisfactory conditions are encountered, and initiates follow-up checks to prevent recurrence. Prepares Quality Surveillance Reports. Advises supervisor on contractor's/MEO's performance by evaluating inspection results and customer complaints. Assures that work and quality of work are performed according to the contract and Plan and forwards reports of violations to the Supervisor recommending corrective action. Takes necessary action to ensure contractor/MEO corrects discrepancies noted during inspections by notifying contractor/MEO personnel and customer of solutions to any difficulty encountered. Updates Quality Assurance Surveillance Plan. Prepares new checklists and appropriate sampling plans based on additions/deletions/changes to the contract/PWS. Prepares and executes monthly Quality Surveillance Schedule. Recognizes and determines valid workload changes and expanded requirements brought about by changes in procedures or operations. Specialized experience is that experience that includes the following knowledges and abilities: Practical knowledge of established techniques, procedures and requirements concerning garrison operations, methods, and processes to develop and apply surveillance techniques for evaluating contractor's/MEO's performance. Knowledge of standard surveillance techniques and skill to evaluate facts, conditions and trends; and prepare documented reports of findings relative to contractor's/MEO's performance. Knowledge of established plans and methods for evaluating contractor's/MEO's compliance with the contract/PWS and skill in applying the knowledge to determine the quality of work produced. Ability to execute requirements of a detailed quality assurance plan in order to monitor and evaluate services performed by the contractor/MEO against the requirements of the contract. NCAN07849485R1 Quality Assurance Specialist Additional Duty Location Info:1 vacancy - DC - Washington MAJOR DUTIES: BackToTop(); Serves as Quality Assurance Specialist responsible for performing quality assurance surveillance of the contractor/Most Efficient Organization (MEO) compliance with contract/Procurement Work Statement requirements. Evaluates garrison base operation services contained in the contract/PWS using Quality Assurance Surveillance Plan and checklists. Based on the Plan, uses a variety of surveillance methods such as random sampling, 100% sampling, planned sampling, and customer complaints to evaluate contract/MEO performance. Using knowledge of functional area and work, processes, analyzes and evaluates contractor/MEO performance and determines if performance complies with performance standards contained within the contract/PWS. Executes surveillance techniques and procedures as outlined in the Plan to use in inspecting operation of functions under the contract/MEO to determine degree of efficiency and effectiveness achieved.
