IT SPECIALIST (PLCYPLN)
QUALIFICATIONS REQUIRED:
NSPS QUALIFICATIONS: Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems. The experience must demonstrate the knowledge, skills and abilities (KSAs) to successfully perform the duties of the position filled.
Examples of creditable specialized experience include:
Mastery of the knowledges, skills, and principles of field of IM/IT systems software and hardware, information architecture, data management, and contract management in order to enhance existing systems and to provide expert technical advice and consultation in the development of new or refined policies and procedures for systems and processes.
Knowledge of IM/IT Federal, DoD, and USACE regulations, policies, and standards in order to conform to required IM/IT procedures. Expert knowledge of operations analysis, systems analysis, cost benefit analysis, and cost effectiveness to evaluate and analyze information systems integration processes, requirements, and potential solutions.
Knowledge of Congressional legislation, Presidential Directives/orders and higher level directives from the Office, Secretary of Defense, Joint Chiefs of Staff, military departments, National Security Agency, Defense Information Systems Agency, Office Personnel Management, Office of Management and Budget, General Services Administration, and Army telecommunications and information assurance guidance, regulations, techniques and procedures used in industry are required.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.Applicants must have one year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems.Quality of experience relates to how closely or to what extent an applicant's background and recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. MAJOR DUTIES:

Incumbent serves as the senior IM/IT employee, providing expert technical, operational, analytical, and programmatic guidance and advice to the Chief Information Officer, major subordinate commands, separate reporting activities, and all IT service providers. The activities include long-range planning; providing technical direction and coordination for design projects assigned to the Regional Office; and, providing methods for effective coordination of the various elements of the projects and programs. Plans, organizes, and coordinates studies, to determine the total IM/IT requirements in the area of the project being pursued. Incumbent has full responsibility for fiscal management of IM/IT resources within one or more US Army Corps of Engineers (USACE) regions. Incumbent independently develops supplemental technical and procedural documents, required for effective guidance and control of USACE information systems, networks, and programs.
