About the Position: The Northwestern Division of the US Army Corps of Engineers offers a wide range of services to its military and civilian customers. The Division has two regional offices located in Portland, Oregon, and Omaha, Nebraska, which provide direction and guidance for five subordinate districts. They also perform regional interface involving the upward coordination of technical policy and budgetary issues which cross district boundaries, as well as interface with many other Federal and state agencies, congressional leaders, interest groups and international commissions. It is in the regional offices where oversight actions for the management, coordination and analysis of various Division-wide programs are performed. The quality assurance role of the regional offices ensures that processes, procedures, and activities performed by the districts result in top quality products and services to Corps customers.

QUALIFICATIONS REQUIRED:

General Schedule The position serves as the Division Commands expert in the valuation field and as such requires a mastery of appraisal concepts, principles, and methodologies sufficient to appraise and review a very broad range of properties with extremely complex characteristics. As program manager, it is imperative that the incumbent possesses a full knowledge of appraisal theory, policy, and procedures governing the profession and the agency as a whole. The incumbent must stay abreast of changes in the profession, techniques, and agency goals and prepare, implement, and manage those changes in direction to the Districts. Incumbent must have the ability to provide expertise and judgment on valuations of properties which are under intense public scrutiny due to the severe economic impact to communities and programs such as those impacted by the Base Realignment and Closure Act.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.Must have 52 weeks of Federal service at the next lower grade (or equivalent).GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.

MAJOR DUTIES:

Review Appraiser responsible for the program management, administration, technical supervision, and direction of the appraisal program and real estate appraisal mission including all of the civil works and military programs. Controls the appraisal program through issuance/ revocation of District review appraisers delegated authority to approve/disapprove appraisal reports. Counsels, advises, and coordinates the application of methodology, procedures, principles, and practices. Performs quality assurance (QA) reviews assuring QA measures have been developed and implemented. Reviews planning documents for adequacy, completeness, consistency, and compliance. Review and approval are required for properties exceeding District review appraiser authority, complex and or controversial valuations, and condemnations, which may involve disposition. Provides expert advice, guidance, interpretation, and direction in unusual assignments, as well as, new or modified policy or programs.
