6AC-2008-0009 Information Technology Specialist (Data Mgmt) Additional Duty Location Info:1 vacancy - Fort Collins, CO MAJOR DUTIES: BackToTop(); This position is located in the USDA, APHIS, Animal Care (AC) Western Regional Office in Fort Collins, Colorado. The incumbent is responsible for information management activities using relational database management techniques and methodologies for national AC applications. The incumbent supports the development and use of AC's automated database in addition to performing a wide range of other computer related activities. DUTIES Determines customer needs for IT systems based on customer interview and national program requirements. Develops plans for the development and delivery of database information management systems based on organizational priority and program goals. Monitors plans and activities for the design, development, and delivery of database information management systems and makes modifications as required. Reviews project goals and objectives with AC program and field staff. The incumbent is responsible for computer software programming and coding of modification to existing and new databases and providing technical expertise in computer information systems. The incumbent's purpose is to develop and maintain timely, automated, and reliable approaches to develop and maintain new and existing systems within AC. Organizes and develops database administration standards and issues standards for all aspects of database development and management such as design, development, documentation, implementation, delivery, and support. Reviews database products to ensure compliance with database administration standards. Develops data dictionary standards for systems documentation. Interacts with colleagues to review and modify standards as needed due to changes in technology or database management design and development methodologies. Guarantees integrity and consistency of database components such as data structures, data definition, and usage. Facilitates efficiency in the database operating environment by monitoring database throughput statistics and makes modifications as needed. Manages and monitors computer security mechanisms required for database access and update capabilities. Manages information concerning customer contacts and access rights for database applications and modifies as required. Assists in the development and maintenance of computer security related documentation. Evaluates technical security controls to ensure proper integration. Provides leadership and serves as an expert in the design, development, implementation, and maintenance of database management systems that have broad scope and high complexity. Plans the utilization of staff and organizational resources in achieving database management systems goals and objectives. Plans training activities necessary for the implementation of complex national database applications. Develops client/servers processing capabilities using state-of-the-art software and database management techniques. Installs, tests, coordinates, and implements client/server software and database management systems. The incumbent participates in the development and enhancement of automated systems used for data collection and retrieval for the purposes of animal welfare. This participation includes analyzing data requirements to establish computer resource needs, as well as developing advanced data architectures, business intelligence solutions, electronic libraries, workflow processes, methods and software used in producing viable systems for tracking animal welfare inspections and compliance activities. The incumbent manages, supports, and enhances the automated data management systems. This includes researching new methods and technologies which will streamline processes within the AC program. The incumbent manages and coordinates hardware, software, customer support, and training for system users. Coordinates troubleshooting efforts ensuring functional systems for end users. Based on familiarity with telecommunications, database operations, local area networks, wide area networks and communication protocols, incumbent manages the monitoring and troubleshooting of networks and systems within his/her area of responsibility. Maintains necessary liaison activities within agency Information Technology (IT) personnel to ensure efficient and functional access for all AC users. Incumbent is responsible for managing and coordinating the installation and/or maintenance of software, software upgrades, and security updates for all Regional personnel. Assesses training needs of regional employees and coordinates training for users. Participates in planning and program development in AC.
