QUALIFICATIONS REQUIRED:

General Schedule As Chief, Technical Services Branch (TSB), Information Management Office, provides leadership, project management skills, and knowledge of a wide range of computer and telecommunication systems, to manage teams of computer and communications specialists, and on-site contractors, supporting the District?s Headquarters and 13 field offices located in 3 states. Also supports other Corps, activities and some private industry personnel affiliated with the District.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.Must have 52 weeks of Federal service at the next lower grade (or equivalent).GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.GS-12 and above: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.

The position supervises/oversees four team leaders. Through team leaders, plans, directs, coordinates and oversees work to be accomplished by employees and contractors (8 GS, 12 on-site contractors). Develop plans, work priorities, schedules and resource estimates needed to accomplish the Branch?s work. Makes decisions on work related matters presented by team leaders or contract support personnel. Improves work/business processes to improve productivity, eliminate bottlenecks, promote team building, improve quality and reduce the cost of services provided to customers. Develops performance standards for team leaders and evaluates their performance. Writes position descriptions for new positions, makes changes in existing position descriptions, and recommends position classification. Interviews candidates for positions, and recommends appointments, to include appointments for team leader positions, promotions or reassignments.
