D81135 Supervisory Financial Specialist QUALIFICATIONS REQUIRED: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service or comparable in difficulty and responsibility to the equivalent grade level if outside the federal service which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Experience providing leadership or management advice and services in an organization responsible for the full scope of military pay transactions and processing. Experience must be sufficient to serve as a subject matter expert regarding all aspects of military pay operations with the ability to resolve the most difficult, complex issues. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained in an accredited college or university. You must be a U.S. citizen to qualify for this position. D81135 Supervisory Financial Specialist Additional Duty Location Info:1 vacancy - Yokota, Japan MAJOR DUTIES: BackToTop(); Serves as the Defense Military Pay Officer at an installation and serves as the primary DFAS-IN representative on the installation.Works under the supervision of the Chief, Finance operations Division, Deputy Director for Finance (DFAS-IN-FOD).Serves as the primary staff advisor on pay issues to the installation command group, and coordinates operations and unusual situations with the servicing Operating Location (OPLOC) regarding pay, entitlement, and disbursing activities.Manages and directs the operations of the Defense Military Pay Office (DMPO) which requires the development of policies and procedures unique to each command and creates an environment of constantly changing priorities and missions which must be supported.Through subordinate supervisors directs the operations of military pay, PCS travel, and limited disbursing activity, each involving a full range of complex pay and examination transactions and procedures.This position is the primary decision maker for DFAS at the installation, and, as such, must be capable of converting policy to action, processing exceptions based on mission and communicating with both installation commanders and senior DFAS personnel.Through subordinate supervisors, keeps personnel advised of program requirements and actions impacting on the finance mission; consults with staff to keep advised of progress and renders guidance and assistance on problems referred for action/attention.Discusses difficult and unprecedented entitlement problems with subordinate supervisors and assists in their resolution, which requires research through Comptroller General Decisions, laws, directives, precedents, or communication with higher headquarters.Provides technical advise and guidance to subordinates on legal technicalities governing entitlements and collections and makes internal policy decisions effecting same.Reviews for accuracy, completeness of technical detail, and conformance to established policy, correspondence, projects, studies, and other material requiring concurrence or approval.Constantly appraises the operations of the DMPO for effectiveness, quality, or performance and progress in meeting program objectives.Takes appropriate action to improve or simplify operations based on requirements unique to the installation.Conducts analytical studies to reduce operating costs within the office and institutes changes to obtain greater coordination or more efficient operations.Determines resource requirements inclusive of salaries, overtime, operating supplies and equipment and other costs incident to program execution.Ensures that an adequate system of internal and administrative controls are maintained to provide for efficient and effective management of resources and operations.Participates in conferences, workshops, and other meetings with key installation personnel, MACOM, and other installation representatives concerning financial matters involving the changing of mission requirements new laws and/or directives and reports any questions of unprecedented pay entitlements.Advises on the legality of entitlements and collection actions and recommends policy on operational interfaces with serviced activities/tenants.Reviews all responses to congressional and Commanding General inquiries to ensure accuracy and consistency with policy and regulatory guidance.Responsible for maintaining efficient and effective automated systems for accomplishing the functions of the office.Recommends improvements to the systems and keeps abreast of day to day system changes.Resolves pay, entitlement, and disbursing problems unique to the installation meeting with key installation personnel, representing and articulating DFAS-IN policy, and coordinating resolution of issues and problems with the OPLOC.Ensures establishment and maintenance of internal control procedures to protect against fraud, waste, and abuse.
