QUALIFICATIONS REQUIRED:
In addition to meeting the basic requirement, 52 weeks of professional accounting experience as a GS-11 in the Federal service, or comparable in level of difficulty and responsibility to GS-11 if outside the Federal service is required to meet the specialized experience requirement. Examples of specialized experience include: providing professional accounting services, management advice and assistance to customers, reviewing and analyzing a wide variety of accounting documents, reports, policies, and procedures pertaining to multiple appropriation accounts, within one or more accounting systems or subsystems. Experience may have included tasks such as the preparation, examination, analysis, presentation, and interpretation of accounting data, records, and reports, analyzing accounting systems, or modify existing systems, and resolving a variety of accounting problems.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: There is no substitution of education for specialized experience at this grade level.
In addition to the having specialized experience and basic requirement, this position has a positive education requirement.
You must be a U.S. citizen to qualify for this position.

MAJOR DUTIES:

Provides professional accounting advice and assistance to supported organizations and lower graded accountants and/or accounting technicians in the resolution of diverse, complex, or controversial accounting problems. Serves as a staff expert regarding the operational accounting functions and the application of generally accepted accounting principles, policies, and procedures. Reviews and analyzes operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts of supported organizations to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations. Reviews, analyzes, and evaluates a variety of incoming accounting reports used by supported organizations to interpret results of operations, track financial trends and events, and resolve complex and diverse fiduciary and/or financial management problems. Analyzes reports for data integrity, completeness, consistency, and conformance with regulatory directives/procedures and correction of errors prior to final reports release. Establishes and monitors internal control systems. Reviews, analyzes, and evaluates the status of performance measurement and financial management information indicators for assessing the health and effectiveness of accounting operations. Maintains contact with operating and program officials at all management levels. Responds to questions from customers and subordinates regarding accounting data discrepancies. Coordinates with budget personnel regarding actions required to identify, track, research, liquidate/cancel unliquidated balances in expiring and closing appropriations. Participates in conferences and meetings with management and operating officials regarding accounting operations and to mutually assess the effectiveness of accounting services provided.Assists customers with accounting data interpretation, applies financial data to management problems, and develops extracts of accounting systems data for use in financial program execution analysis. As directed by management or on own initiative, performs special audits, studies, or reviews to determine reliability and accuracy of accounting reports and financial statements produced. Compiles statistical data from a wide variety of accounting reports and financial statements tomake comparisons against DoD policies, efficiency criteria, etc., to verify/validate results of performance/efficiency ratings assessed to all reporting activities.

Permanent-Change-of-Station (PCS) costs will be paid for the relocation to Cleveland, OH.PCS costs incurred to relocate to DFAS-Kansas City, MO will not be paid.
Selectees will be administratively assigned to DFAS Cleveland.Current DFAS Kansas City employees selected will remain in Kansas City, but will be required to sign a mobility agreement to relocate to DFAS Cleveland upon transfer of workload.If a new hire, will work in Kansas City and will be required to sign a mobility agreement to relocate to DFAS Cleveland upon transfer of workload.If a DFAS employee from another site is selected, will be required to perform long-term TDY to DFAS Kansas City, and will be required to sign a mobility agreement to relocate to DFAS Cleveland upon transfer of workload.
