About this position - The Expert Transportation Security Officer

QUALIFICATIONS REQUIRED:
For the SV-G pay band, applicants may qualify if they meet the
requirements listed below:
At least one year of experience functioning as a Transportation Security Officer equivalent to at least the E band level or above.PLUSOne year of specialized experience equivalent to the E level or above which included teaching and/or training adults and involved developing training materials, performing quality assessment reviews of training, and conducting "train-the-trainer" sessions.
Candidates must meet the qualification requirements for this
position no later than the closing date of the vacancy announcement.

MAJOR DUTIES:

The Expert Transportation Security Officer (ETSO)- Security
Training Instructor (STI), will support the airport training program
through performance of a variety of training-related functions. In
addition to program responsibilities, the STI must also perform pre-
board security screening of persons, cargo carry-on and/or checked
baggage as directed by the Federal Security Director (FSD) or
his/her designee a minimum of 20% of the time. Specific program
responsibilities include the following:
Acts as training course lead, in support of Training Program, to include ensuring class materials are coordinated and in place, confirming roster, ensuring evaluations are done and submitted, conducting testing and recording of results, and ensuring all employee course completion information is recorded in Online Learning Center (OLC).Performs training instruction, within established guidelines and standards, in support of nationally developed training courses (e.g., new hire training, On-Screen Alarm Resolution Protocol, Crossover).Supports recurrent training needs, conducts return to duty and remediation training.Develops and/or adapts local training materials to meet requirements.Delivers instructor development courses in support of the STI position (e.g., Instructor Presentation Skills Course and Train the Trainer Courses for nationally developed programs).Assists Training Specialist in providing oversight to collateral duty Assistant Training Instructors (ATI)and other support staff.Conducts instructional delivery quality assurance assessments at local airports or transportation facility (ies), as well as, assists as needed/available with assessments at other locations; contributes to reviews and edits of Standard Operating Procedures.Conducts TSA Quality Assessments (locally or nationally).Manages classroom dynamics, resolves classroom problems and coordinates needed support and materials; monitors and evaluates training for appropriate adjustments and recommends enhancements; maintains communication with management and supervisors concerning training issues that may reveal security-screening weaknesses or vulnerabilities.As directed, provides mentoring/coaching to address identified training needs.Administers and scores training tests (e.g.,job knowledge, image.May assists with PASS Practical Skills Observations (PSOs) and conducts level 3 assessments.NOTE: Employees must maintain all screening certification
requirements and perform screening functions (passenger, baggage, or
both) a minimum of 20% of the time.

Selectees must successfully complete and pass the initial STI
training in order to be promoted/reassigned into the STI program.
Those unable to successfully complete and pass the training
requirement will remain in their current non-STI position.
NOTE:For this initial recruitment only, those candidates who have
achieved the position of TSA Approved Instructor and are currently
at the G Band level, will be allowed to retain their G Band on
an "incumbency only" basis if selected for this position.These

POSITION SENSITIVITY:
This is a Code 1, Public Trust position which requires you to be
fingerprinted, photographed, and complete appropriate security
paperwork.This position is a testing designated position for drug
and alcohol testing.
Conditions of Employment:
