The ideal candidate will possess the expertise needed to serve as an IT Project Manager with the responsibility of providing assistance to the Chief, Information Systems Development Section (ISDS), Information Resources Management Branch (IRMB) in all areas concerning software development, including feasibility studies, analysis, design, implementation and support of database related application systems, and customer support for database related information requests. To compete successfully for this position, you must demonstrate experience in IT Project Management by managing a medium to large IT project, including requirements management, quality management, project tracking and oversight, and configuration management and all phases of systems development, with in-depth experience with iterative design methodologies and system integration.We are looking for a candidate who can clearly communicate technical information both orally and in writing to management and end users and has extensive knowledge of and experience in IT, including software development and other related areas. NIGMS-08-238643-MP IT Project Manager QUALIFICATIONS REQUIRED: To qualify at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 level in the Federal Service.This is work experience performed under general supervision, and with wide latitude for exercising independent judgment, performing professional or technical work of marked difficulty and responsibility requiring extended professional or technical training and experience which has demonstrated leadership and attainments of a high order. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position.Specifically, for this position, specialized experience includes demonstrated experience managing, planning, coordinating, and executing studies to determine the scope, feasibility, and practicality of information system projects and providing IT support and advice to support, technical, professional, and managerial staff of an organization regarding database applications and technology. NIGMS-08-238643-MP IT Project Manager Additional Duty Location Info:1 vacancy - Bethesda, MD1 vacancy - Bethesda, MD MAJOR DUTIES: BackToTop(); Manages, plans, coordinates, and executes studies, or works with others on these tasks to determine the scope, feasibility, and practicality of request information system projects. Uses CASE tools to model processes and requirements and to design complex systems. Monitors project activity and resources to ensure project meets scheduled milestones and develops risk management plans to mitigate risk to project success. Works with project stakeholders to develop project business case and provides ongoing support for any required Capital Planning and Investment Control (CPIC) process for larger projects. Assigns tasks to project team members and coordinates and monitors team performance to ensure product quality and adherence to schedule and requirements. Conducts fact-finding and analysis to identify the requirements for new information system or for modifications to existing. Develops risk management plans to mitigate risks to project success. Uses Earned Value Management (EVM) techniques to monitor project status.Ensures that systems are adequately tested and reviews plans to ensure deliverables meet customer requirements and are deployed in a manner that minimizes system and user disruption. Plans enhancement projects for existing systems, and participates in the maintenance and updating of these systems and programs. Develops overall project plans for projects, and works with the Chief, ISDS and systems analysts on developing project plans for complex projects. Assists in determining system architecture for new information systems. Develops presentations on future or current projects to groups with vested interests, usually for funding approval or priorities purposes. Represents the Chief, ISDS at meetings with officials from other components within the Institutes or the NIH in the development of Enterprise information systems. Provides IT support and advice to support, technical, professional, and managerial staff of various NIGMS division and offices regarding database applications and technology for the Institute.
