AWA-AJA-08-KC9967-101384 Acquisition Program Specialist QUALIFICATIONS REQUIRED: EVALUATION CRITERIA: Applications will first be reviewed to determine if they meet the minimum qualification requirements. Failure to meet minimum qualification requirements automatically disqualifies an applicant. You must also possess the selective placement factor to meet qualifications for this position. QUALIFICATION REQUIREMENTS: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to GS/FG-12 or FV-H for the I Band and GS/FG-13 or FV-I for the J Band in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. In addition, you must also possess the SELECTIVE PLACEMENT FACTOR below to meet the minimum qualifications for this position.This factor must be addressed on a separate sheet of paper. 1. Knowledge of Federal procurement laws, regulations, policies and principles, including AMS (Acquisition Management System). AWA-AJA-08-KC9967-101384 Acquisition Program Specialist Additional Duty Location Info:1 vacancy - Washington DC MAJOR DUTIES: BackToTop(); Serves as a principal specialist and advisor to management and staff on the Acquisition Management System (AMS). Prepares AMS policy, guidance, clauses, forms, and other information for subordinate contracting activities agency-wide. Researches and analyzes procurement-related laws, regulations, policies, best practices, audit and evaluation reports, protests, and other information utilizing experience and comprehensive knowledge of procurement guiding principles to develop new and improved procurement policy and guidance. Leads and participates on special projects or workgroups related to procurement matters. Some projects will be complex and highly visible analytical projects crossing different functional areas or multiple organizations. Advises and assists program officials, management, and other personnel on AMS policy, in addition to critical and/ or complex policy issues. As a principal specialist, reviews and evaluates proposed changes to AMS policy and guidance making recommendations for enhancements and to ensure conformance with FAA policies and procedures. Serve as a POC (point of contact) on policy interpretation and may have to represent the agency in communicating its position. Prepares written policy guidance, briefings and other information. Independently solves most issues and/or collaborates with program officials to recommend solutions to anticipated problems and issues. At the J Band level, serves as a subject matter expert (SME).
