APHIS is an emergency response agency.This means that all Agency employees may be asked or assigned to
participate in rotating temporary duty assignments to support
emergency programs at some time during their careers with APHIS.It
is difficult to predict the frequency with which such emergency
situations may occur - and could range from several emergencies in a
year to none over the course of many years.In the event that you
are called upon to support an emergency program, this may require
irregular working hours, including overtime, and may include duties
other than those specified in your official position description.
While some emergency program support assignments may be able to be
performed at the employee's current duty station, in other cases
employees may be asked to go on-site to a temporary duty station
location.In addition, it may be necessary for employees to
participate in multiple rotations to an emergency program

QUALIFICATIONS REQUIRED:
To qualify, you must meet all qualification and time-in-grade
requirements within 30 days of the closing date of this announcement.
QUALIFICATION REQUIREMENTS FOR THE GS-14 GRADE LEVEL:
Applicants must have 1 year of specialized experience equivalent in
level of difficulty and responsibility to the next lower level in
the Federal service.This specialized experience would have
provided the applicant with experience that demonstrated
accomplishment of computer project assignments that required a wide
range of knowledge of computer requirements and techniques pertinent
to the position to be filled.This knowledge is generally
demonstrated by assignments where the applicant analyzed a number of
alternative approaches in the process of advising management
concerning major aspects of ADP system design, such as what system
interrelationships must be considered, or what operating mode,
system software, and/or equipment configuration is most appropriate
for a given project.

MAJOR DUTIES:

This position is located in the Animal Plant Health Inspection
Service (APHIS), Marketing and Regulatory Programs Business Services
(MRPBS), Information Technology Division (ITD), APHIS Enterprise
Operation Services Branch (AEOS), Enterprise Infrastructure Services
Team (EIST).
The incumbent serves as the Manager, AEOS, Local Support Services
Staff, with responsibility for APHIS desktop infrastructure
information technology direction coordination in APHIS complexes in
Riverdale, Washington, Minneapolis, Ft. Collins and Raleigh, and for
providing direct IT support to Program activities.The incumbent
plays a critical and prominent role in overseeing Agency-wide IT
desktop policy implementation, and in providing advice and guidance
to Agency managers in the areas of system design, acquisition,
deployment, configuration, operation, security and providing ongoing
support to Agency employees who support the programs critical to the
mission and goals of the Agency.The incumbent directly supervises
GS-13 Supervisory Information Technology Specialists located at each
previously named APHIS complex and is second line supervisor for a
cadre of IT Specialists in grades GS-12 and below.Incumbent also
provides direction to contract personnel representatives.The
incumbent is responsible for ensuring the delivery of emerging
methodologies and techniques to the program units in a timely and
effective manner and to work closely with senior program managers
and senior agency officials to assess program delivery issues and
recommend solutions and improve program service delivery.
Major duties include, but are not limited to:Providing leadership
and guidance for management, configuration, operation and
maintenance of Agency-wide desktop hardware and software resources,
shared video conferencing rooms, and training rooms.Coordinates
with and provides guidance to Program IT contacts on Agency
direction concerning the management of the desktop infrastructure.
Incumbent coordinates with Program and IT management teams to
understand requirements for desktop related processes and acts as a
technical authority to provide advice and solutions for the
development of related technical or procedures on the desktop.
Incumbent negotiates and communicates Agency plans to customers for
the purpose of promoting participation in Agency-wide programs.
Incumbent provides leadership and serves as technical authority for
the management, configuration, operation, and maintenance of Agency-
wide desktop hardware and software resources in the Agency.
Incumbent provides leadership and serves as technical guidance in
the management of Agency training and video facilities.The
incumbent provides leadership and technical guidance in the design,
acquisition, and deployment of new systems, e.g., operating systems,
office support; anit-virus software within the Agency
infrastructure.The incumbent ensures the communication and sharing
of ideas across ITD and Program IT personnel.The incumbent works
with Branch Manager to identify resources needed to fulfill
commitments and accomplish the goals of the team.The incumbent is
responsible for responding to emergency operations requirements in
their area of responsibility to ensure desktop resources area
available and supported as required by the operation.
