About the Position: This organization is being established as a result of an A76 competition. This is a new organization with tentative duty stations. Incumbent may be required to relocate to a different permanent duty station.

QUALIFICATIONS REQUIRED:
NSPS QUALIFICATIONS: Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems. The experience must demonstrate the knowledge, skills and abilities (KSAs) to successfully perform the duties of the position filled.
Examples of creditable specialized experience include:
Knowledge of management functions, principles and theory, Information Technology concepts, principles, methods, and practices, performance management, measurement methods, tools, and techniques, acquisition management policies and procedures, cost-benefit analysis principles and methods.
Knowledge of evaluating Information Technology systems life cycle processes including development, testing, acquisition deployment, and support.
Knowledge of how to prepare specific Information Technology management studies in order to develop reports for the MACOM USACE and higher headquarters in which Information Technology systems support alternatives are set forth along with discussion on feasibility desirability, costs, and recommended alternatives.
Expert knowledge of analytical and evaluative techniques, and skills and abilities to identify problems, recommend solutions, and direct complex studies concerning efficiency and effectiveness of Information Technology requirements to improve and optimize productivity and efficient utilization of resources for assigned projects.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.Applicants must have one year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems.Quality of experience relates to how closely or to what extent an applicant's background and recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Develops, modifies, or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities; and, manages, leads, or administers project resources. Develops or implements information systems security plans and procedures; monitors project activities and resources; implements or maintains quality assurance processes. Identifies and analyzes customers' information systems requirements and environment; designs/conducts analytical studies, cost-benefit analysis, or other research. Develops business case analysis for assigned information technology projects, programs, or taskings. Assesses the state-of-the art in the technology industry, and makes judgments regarding the impact on USACE infrastructure and operating environment.
