General Schedule This position has a positive education requirement. On your resume, list the highest level of education completed, major, name of school, year degree awarded, and GPA. Specialized experience must demonstrate professional knowledge of mechanical engineering principles and practices applicable to the full range of engineering duties concerned with design of mechanical systems; professional knowledge of the physical and engineering sciences and mathematics, with experience and working knowledge of the principles, techniques and practices of electrical engineering; knowledge of professional engineering functions pertaining to energy; and skill and ability to conduct analyses of design deficiencies, malfunctions or requirements for repair, recalibration, fine-tuning or replacement of energy consuming utilities, systems, equipment and controls.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.Must have 52 weeks of Federal service at the next lower grade (or equivalent).Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Ensures effective and efficient management of all forms of energy and utilities employed on the installation through providing technical advice and guidance to all levels of operation and command; ensuring compliance with energy and utility policies outlined by DA and other authoritative sources; conducting engineering analysis of projects, facilities, equipment, systems, new developments, etc., to identify and recommend energy conservation and utility management measures, and so forth. Responsible for the overall programming, coordination and administration of the energy and utility management programs.
