QUALIFICATIONS REQUIRED:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower pay band in the federal service or comparable in difficulty and responsibility to the equivalent pay band if outside the federal service which demonstrates the ability to perform the duties of the position.
SPECIALIZED EXPERIENCE:
Specialized experience is defined as experience which would provide the applicant with a comprehensive knowledge of the principles, theories and techniques of compensation management programs.
Qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.Candidates must clearly demonstrate the possession of knowledge, skills, abilities and competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
Position will be filled at the mid-level of the pay band
COMPETENCIES:
1. Knowledge of, and ability to apply market pricing and salary survey practices, techniques and resources.
2. Ability to conduct research, analyze facts, draw conclusions and devise practical solutions to resolve compensation problems and issues.
3. Ability to effectively communicate both orally and in writing to prepare and deliver clear, logical and coherent narrative reports, briefings and convincing recommendations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted to meet the specialized experience requirements.

The purpose of the position is to provide human resources (HR) advisory/management services with regard to work that involves providing advice, interpretation, assistance, consultations and information on all OPM, DoD,and DFAS policies and programs in the areas of Compensation Programs and other related functional areas. Advises managers and supervisors in all areas of employee compensation to include base pay management, pay for performance, incentives and rewards strategies; employee benefit programs, equity based awards, job analysis design documentation-evaluation, market based pay including salary market pricing, comparative pay analysis, and variable pay systems.Advises individuals and organizations regarding compensation.Follows, reports on, and provides management implementation proposals for necessary program changes.Reviews programs or proposals from managers and recommends change and program improvements.Assists the Classification/Staffing Program Manager with the administration of the DFAS compensation program.Implements and coordinates procedures, processes and ensures regulatory compliance for HR program initiatives.Evaluates adequacy of current HR programs in terms of their ability to achieve overall DFAS and DoD goals and objectives, to improve productivity, and to promote state-of-the-art or emerging concepts regarding the delivery of HR services.Coordinates with private sector firms to adopt the latest technological or managerial concepts and strategies.

You may be required to serve a probationary period of 1 year.
Moving expenses may be paid for this position.
The NSPS performance appraisal cycle is Oct 1 to Sept 30 each year, with individual payouts occurring the following January.If hired into an NSPS covered position from a Non-NSPS personnel system between July 1 and Sept 30; you will NOT be eligible for the NSPS performance payout the following January.Examples: 1.) You are hired into an NSPS position effective Jun 30, 2007.You will be eligible for an NSPS performance payout Jan 2008. 2.) You are hired into an NSPS position effective after the July 4, 2007 performance cycle cutoff, you will be eligible for your first performance payout Jan 2009.
Veterans Preference Information: If you served on active duty in the U.S. Military and were separated under honorable conditions, you may be eligible for veterans preference.Military retirees at the rank of major, lieutenant commander, or higher are not eligible for preference in appointment unless they are disabled veterans.
