General Schedule SPECIALIZED EXPERIENCE: Specialized experience is defined as experience with contract administration principles, methods, practices and specific contractual requirements, conditions and terms. Experience using price/cost analysis to evaluate costs, analyze proposals, planning and conducting negotiations. ***QUALIFICATION REQUIREMENT: For consideration, your resume must include the type of degree (e.g., bachelors degree) and whether you have at least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management fields. *Candidates who do not provide this information will not be referred. **NOTE: The education requirements listed above apply only to individuals entered DoD 1102 position on or after October 1, 2000. Current civilian personnel in D0D , who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from meeting this requirement.****NOTE: This is a Critical Acquisition Position. MAJOR DUTIES:

Administers a group of contracts such as fixed-price, fixed-price with incentives, cost-plus fixed fee, orders against basic ordering agreements, commercial contracts, and hybrid contracts. Performs price, cost, and financial analysis. Contractor performance, estimated costs, pricing systems, financial policies, and cost control procedures are monitored, analyzed, and evaluated. Requires a broad knowledge of acquisition management. Enforces Government contracting law and regulations, contract termination procedures, cost and pricing policies, industry practices, processes peculiar to defense contracting. Performs earned value management analysis and risk management and quantitative methods to monitor contracts. Assures compliance by reviewing disclosure statements and analysis and negotiation of cost impact of accounting system changes. Determines compliance based on information provided by the Auditor/Financial Services element and determines allowability and allocability of costs.
