About the Position: Darmstadt is centrally located in Germany, and is a city full of cultural life, with many museums, galleries and expositions and an old theatrical tradition. As former grand-ducal residency many old buildings, parks and gardens are giving evidence of the various epochs of history. Public streetcar and bus transportation is available within walking distance of the military installations, and rental housing is available within easy commuting distance. English is widely spoken and there are numerous low cost means for German language classes. There are excellent highway and rail connections to all of Western Europe and quick access to commercial air transportation, including very low cost budget airlines that fly to various locations across Europe. Major international sport, music, and theatrical venues are located in the immediate area or within a 1 to 2 hour drive. Winter ski areas and summer salt water beaches are all one day?s drive or less.

General Schedule NSPS QUALIFICATIONS AND EXPERIENCE REQUIREMENTS: In order to receive consideration for this position, candidates must meet the specialized experience requirements applicable to the GS-09 level as defined in the OPM Qualification Standard appropriate to this position. One year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS-07) or other pay systems. The quality of the experience must clearly demonstrate the knowledge, skills, abilities, and competencies necessary to successfully perform the duties of this position. Specialized experience includes but is not limited to, duties which demonstrated knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of work processes in various organizations to identify, analyze, evaluate, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work process, and workload distribution. Guidelines consist of standard reference material, text, and manuals covering the application of analytical methods and techniques and instructions and manuals covering the subjects involved.

MAJOR DUTIES:

Provides program guidance and assistance to Well-Being participants; Develops, organizes, prepares, schedules, and conducts briefings, presentations, and workshops to various groups; Provides Well-Being program advice and direct assistance to commanders, functional proponents, program managers, et al; Develops and maintains working relationships with garrison command and staff and representatives of constituent groups; Assists in the management of the day-to-day well-being effort at the laboratory site. Coordinates actions between the BSB staff, command group, and external agencies, and provides technical advice and assistance to activities and staff chiefs to include coordinating marketing of ICE and implementation of kiosks in the BSB. Provides guidance to tenant organizations for management programs as appropriate. Assists as necessary with completion of other management programs such as Activity Based Costing, Installation Status Reporting, etc.
