About the Position: The Northwestern Division of the US Army Corps of Engineers offers a wide range of services to its military and civilian customers. The Division has two regional offices located in Portland, Oregon, and Omaha, Nebraska, which provide direction and guidance for five subordinate districts. They also perform regional interface involving the upward coordination of technical policy and budgetary issues which cross district boundaries, as well as interface with many other Federal and state agencies, congressional leaders, interest groups and international commissions. It is in the regional offices where oversight actions for the management, coordination and analysis of various Division-wide programs are performed. The quality assurance role of the regional offices ensures that processes, procedures, and activities performed by the districts result in top quality products and services to Corps customers.

General Schedule Position requires the full range of professional knowledge of accounting theories, practices, methods, and techniques. Must possess an understanding of how automated systems function in relation to capturing and reporting accounting data. Requires skill in analyzing automated systems to provide reliable and useful interpretations on the financial accounting information. Must obtain and maintain skills necessary to prepare and record accounting data in an automated environment. Must be capable of analyzing, interpreting and preparing data for presentation to Division management officials. Must have the ability to modify or adapt conventional accounting and analytical techniques to resolve a variety of accounting challenges that are unique in nature. As the Divisions staff accounting specialist, perform reviews and analysis of Division-wide cost and financial accounting information. Collaborates with District managerial accountants, technicians, engineers, and management officials in assessing the types and amounts of financial information needed for special projects. Includes hydropower, flood control, navigation, recreation, irrigation and water supply, and military missions. Prepares reports of inspections. Prepares oral and written recommendations to HQ USACE related to fiscal and/or accounting policy and procedures. Performs duties of the CEFMS (Corps of Engineers Financial Management System) database manager for the Division Office. Assists in the resolution of accounting challenges related to Division-wide policies and procedures including CEFMS. Maintains and reviews budgetary and proprietary transactions to assure compliance with regulations and public laws.
