All promotions or lateral assignments must be approved by the FSD or designee and Program Management, as required. Employees must have an "Achieves" or better rating in PASS or equivalent performance rating system - applicable to promotions beginning in calendar year 2007. The Master Transportation Security Officer (Screener) (MTSO) relies upon seasoned experience and knowledge of the work and governing law, regulations, policy, and procedures, to independently complete the majority of work without need to refer issues to a superior for a decision.May be assigned to any airport, or other transportation terminal, that provides commercial service to the public and may, as assigned, serve as the highest ranking TSO in charge of a particular shift(s).May serve as a member of the National Screening Force KEY REQUIREMENTS: Pass appropriate security clearance.Appointments to this are contingent upon a negative drug test result.Requires you to be fingerprinted, photographed.Meet and maintain medical requirements for screening work .The duty station of selectees will continue to be their local/home airport. TSA-HQ-2008-0197 Master TSO - Behavior Detection Officer (BDO) QUALIFICATIONS REQUIRED: Candidates must meet the qualification requirements for this position no later than the closing date of the vacancy announcement. For the SV-F pay band, applicants may qualify if they meet at least one of the requirements listed below:One and one half years of basic transportation security screening work experience* that is equivalent to the SV-D pay band, AND six months of journey-level aviation security screening work experience which included performing screener duties under only general supervision, only referring issues that may represent changes in policy, approach, or unusual situations to the supervisor for review and decision; providing immediate response to breaches of security and emergency situations; taking appropriate steps to secure unauthorized weapons and/or potentially hazardous materials and devices in order to prevent entry to secure areas; and assisting superiors and law enforcement officers with investigations of incidents (e.g., providing accurate information regarding incident, preparing clear and concise incident reports). OR If currently at the F Pay Band level, six months of journey- level aviation security screening work experience which included performing screener duties under only general supervision, only referring issues that may represent changes in policy, approach, or unusual situations to the supervisor for review and decision; providing immediate response to breaches of security and emergency situations; taking appropriate steps to secure unauthorized weapons and/or potentially hazardous materials and devices in order to prevent entry to secure areas; and assisting superiors and law enforcement officers with investigations of incidents (e.g., providing accurate information regarding incident, preparing clear and concise incident reports. *Basic transportation security screening work experience: One and one-half years of experience performing basic transportation security screening duties such as: conducting screening of passengers, baggage, and/or cargo; implementing or properly following established security screening procedures in a transportation environment; and operating various security equipment such as walk-through and hand-held metal detectors, Explosive Detection System and Explosive Trace Detection System, and/or X-Ray machine. POSITION SENSITIVITY: This is a Code 1, Public Trust position which requires you to be fingerprinted, photographed, and complete appropriate security paperwork.This position is a testing designated position for drug and alcohol testing. Applicants must complete the online assessment for this position, or the Employment Packet (paper) specifically generated for this position. Conditions of Employment: Selectee must successfully complete all BDO training and OJT requirements to be promoted or reassigned into the BDO program.Appointments to this are contingent upon a negative drug test result. Any individual tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.Meet and maintain medical requirements for screening work (including a medical examination and physical abilities assessment) including, but not limited to, the following;Efficiently and thoroughly manipulate and lift baggage, containers, and other objects subject to security processing;Ability to repeatedly lift and carry items weighing up to 70 pounds;Maintain physical agility that would allow them to squat, bend, and learn to inspect individuals and baggage/cargo; Maintain ability to walk up to two (2) miles during a shift and stand for prolonged periods of time;Maintain a measured threshold for sight:Distance vision correctable to 20/30 or better in the best eye and 20/100 or better in worst eyeNear vision correctable to 20/40 or better binocularMaintain a measured threshold for hearing:Average hearing loss of 25 decibels (ANSI) at 500, 1000, 2000, and 3000 Hz in each earSingle reading of 45 decibels at 4000 and 6000 Hz in each ear Distinguish between different colors that will be a part of images displayed on automated screens: Color perception (e.g., red, green, blue, yellow, orange, purple, brown, black, white, gray). Note:Color filters for enhancing color discrimination are prohibited. Maintain eligibility for a security clearance. Maintains proficiency in all facets of assigned work sufficient to ensure recertification;Must be available to work various shifts and overtime, as needed;Must be proficient in English (e.g., reading, writing, speaking, listening); and,Must possess United States' Citizenship or be a U.S. National.Note: Exposure to potentially lethal devices and dangerous chemicals is inherent in this position.Note: This position is not covered by Law Enforcement Availability Pay or Law Enforcement Retirement. TSA-HQ-2008-0197 Master TSO - Behavior Detection Officer (BDO) Additional Duty Location Info:1 vacancy - Saipan, MP MAJOR DUTIES: BackToTop(); As a Master Transportation Security Officer/Behavior Detection Officer, the incumbent performs passive observation and engages in voluntary encounters with the public to determine whether individuals may be involved in suspected criminal and/or terrorist activities. Develops an understanding of the anticipated composition of travelers associated with flights, or other modes of transportation, the behaviors to be expected and assesses deviations from those behaviors.Assesses multiple individuals simultaneously and uses defined methods to detect unusual behavior.Uses established factors to determine whether elevated suspicion exists that might indicate an individual is involved in activities related to potential criminal or terrorist activities.Refers individuals for additional screening through, casual conversation, selectee screening and/or LEO intervention.Works closely with team members to assess individuals and gains more independence as experience in the work is gained.Documents identified behaviors as the basis for referrals.Prepares incident reports when law enforcement is involved.Ensures that superiors are aware of all ongoing activities.Performs these duties at assigned airport(s) or other transportation terminals that provide commercial service to the public.As assigned, may also be required to perform pre-board security screening of persons, carry-on and checked baggage.
