This position may be filled at the GS-09, or 11 level. Incumbent may be non-competitively promoted to the next higher grade upon supervisor?s recommendation and when eligibility requirements are met and supervisor certifies satisfactory performance. BASIC REQUIREMENT: For consideration, your resume must include the type of degree (e.g., bachelors degree) and whether you have at least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management fields. Candidates who do not provide this information will not be referred. NOTE: The education requirements listed above apply only to individuals entered DoD 1102 position on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from meeting this requirement. EDUCATION SUBSTITUTION: At the GS-9 level, 2 full academic years of progressively higher level Graduate education, or Masters or equivalent degree may be substituted for experience. At the GS-11 level, 3 full academic years of progressively higher level Graduate education, or Ph.D. or equivalent doctoral degree may be substituted for experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the fields identified above is required. BASIC ELIGIBILITY: Applicants must meet all basic eligibility requirements such as time-in-grade (TIG), minimum qualifications, and other regulatory requirements by the date the referral list is issued. This is a GS-9 target GS-11. Reviews schedules, specifications, material requirements, and pertinent contractual clauses to determine administrative functions to be performed. Contacts the responsible buying activity to resolve discrepancies. Meets with the contractor and/or participates with the Administrative Contracting Officer (ACO) in post award conferences. Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements. Analyzes contract funds status reports, actual expenditures, and reports. Coordinates with the buying office on contractor?s requests for waivers or deviations from contract terms. Resolves delivery schedule problems. Receives requests from procuring activities for specific services and/or products. Performs final closeout of assigned contracts. Participates in negotiation of forward pricing rates and final overhead rates.
