General Schedule SPECIALIZED EXPERIENCE: To qualify for the GS-11 level you must possess 1 year of specialized experience at the GS-09 level. Qualified candidates for this job must show on their resume that they meet the minimum qualifications described below and have training or experience in the following area: 1) Experience utilizing accepted engineering/architecture concepts, principals and practices to plan for real property facilities. 2) Experience gathering, analyzing, evaluating information & data to include engineering drawings and specifications to make recommendations. 3) Experience developing project scope/cost estimates using space directives, client requirements, security, environmental and historical issues or other work that is typically in or related to the duties of this position.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.Must have 52 weeks of Federal service at the second lower grade (or equivalent).GS-06 and above: One year of experience directly related to this occupation equivalent to the next lower grade. Graduate education or an internship meets the experience required when it is directly related to the work of the position.

MAJOR DUTIES:

You will be responsible for the planning, programming and documentation of requirements for the development, coordination and publication of an installation Army Military Construction (MCA) program portfolio. Coordinate with Master Planner to ensure the programs are integrated into the installation's Real Property Master Plan. Review/evaluate other installation tenants/activities' construction projects to ensure compliance with higher headquarters/installation policies and standards. Establish/maintain relationship with garrison, mission and tenant organizations. Interview/guide MCA project proponent in gathering/preparing project requirements/justification. Collect, analyze and rework information into MCA project format and prepare construction cost estimate/economic analysis. Function as engineering representative at on and off-post meetings and conferences involving tenant agencies and non-military private organizations that have construction interests at Fort Sill.
