The Expert Transportation Security Officer (ETSO) relies upon far
reaching experience and knowledge of the work and governing law,
regulations, policy, and procedures, to independently complete the
majority of work without need to refer issues to a superior for
decision. May be assigned to any airport or other transportation
terminal that provides commercial service to the public and may, as
assigned, serve as the highest ranking TSO providing oversight to a
particular shift(s) or operation.
KEY REQUIREMENTS:
Pass appropriate security clearance.Appointments to this are contingent upon a negative drug test result.Requires you to be fingerprinted, photographed.Meet and maintain medical requirements for screening work .The duty station of selectees will continue to be their local/home airportMust be available to work various shifts and overtime, as needed.

Expert TSO - Behavior Detection Officer (BDO)
QUALIFICATIONS REQUIRED:
Candidates must meet the qualification requirements for this
position no later than the closing date of the vacancy announcement.
For the SV-G pay band, applicants may qualify if they meet at least one of the requirements listed below: One and one half years of basic transportation security screening work experience* that is equivalent to the SV-D pay band, AND six months of experience performing SPOT or related work**ORSix months of specialized experience performing SPOT or related work** (if currently at the G band level, must show six months of specialized experience performing SPOT work equivalent to F or G pay band level).

POSITION SENSITIVITY:
This is a Code 1, Public Trust position which requires you to be
fingerprinted, photographed, and complete appropriate security
paperwork.This position is a testing designated position for drug
and alcohol testing.
Applicants must complete the online assessment for this position, or
the Employment Packet (paper) specifically generated for this
position.
Selectees must successfully complete all BDO training and OJT requirements to promoted/reassigned into the BDO program. Those unable to successfully complete the program requirements will remain in their current non-BDO position.Appointments to this are contingent upon a negative drug test result. Any individual tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.Meet and maintain medical requirements for screening work (including a medical examination and physical abilities assessment) including, but not limited to, the following;Efficiently and thoroughly manipulate and lift baggage, containers, and other objects subject to security processing;Ability to repeatedly lift and carry items weighing up to 70 pounds;Maintain physical agility that would allow them to squat, bend, and learn to inspect individuals and baggage/cargo; Maintain ability to walk up to two (2) miles during a shift and stand for prolonged periods of time;Maintain a measured threshold for sight:Distance vision correctable to 20/30 or better in the best eye and 20/100 or better in worst eyeNear vision correctable to 20/40 or better binocularMaintain a measured threshold for hearing:Average hearing loss of 25 decibels (ANSI) at 500, 1000, 2000, and 3000 Hz in each earSingle reading of 45 decibels at 4000 and 6000 Hz in each earDistinguish between different colors that will be a part of images
displayed on automated screens:
Color perception (e.g., red, green, blue, yellow, orange, purple,
brown, black, white, gray).
Note:Color filters for enhancing color discrimination are
prohibited.

Maintain eligibility for a security clearance.
Maintains proficiency in all facets of assigned work sufficient to ensure recertification;Must be available to work various shifts and overtime, as needed;Must be proficient in English (e.g., reading, writing, speaking, listening); and,Must possess United States' Citizenship or be a U.S. National.Note: Exposure to potentially lethal devices and dangerous chemicals is inherent in this position.Note: This position is not covered by Law Enforcement Availability Pay or Law Enforcement Retirement.

MAJOR DUTIES:

Works independently, using developed expertise to conduct Screening Passengers by Observation Technique (SPOT) work at assigned airport(s) or other transportation terminals, that provide commercial service to the public.As assigned, leads other Behavior Detection Officers in performance of work and/or coordinates program activities.Exercises sound judgment while performing passive observation.Engages in voluntary encounters with the public under the SPOT Program, to determine whether elevated behaviors indicate that the individual may be involved in a terrorist or criminal act or activity.Analyzes behaviors exhibited by passengers and determines the next course of action.If additional screening is required, accomplishes through casual
conversation, selectee screening and/or law enforcement officer
(LEO) referral.
Assesses multiple individuals simultaneously and uses defined methods to detect unusual behavior.Develops baseline data which includes identifying the flight destination, understanding the anticipated composition of travelers associated with the flight, behaviors to be expected, and deviations from those behaviors.Documents identified behaviors used as the basis for referrals.Prepares incident reports when law enforcement is involved.Ensures that superiors are aware of all ongoing activities.Develops and provides subject matter training, as assigned.The following duties are common to most aspects of work performed:
Secures unauthorized weapons and/or potentially hazardous materials and devices and prevent entry to secure areas and aircraft.As assigned, reviews travels documents to determine potential fraud and deception.Ensures the occupational health and safety guidelines are followed and any necessary decontamination procedures are completed in a timely manner.As assigned, based on review and analysis of activities and behavior patterns, discretely questions individuals.Reports suspicious individuals to superiors and Law Enforcement Officers (LEOs).
