PH-RS-207966-S2 AUDITOR (CONTRACT AUDIT) QUALIFICATIONS REQUIRED: HOW DO I QUALIFY? If you are an American Citizen who has or will complete the basic eligibility requirement shown below within the next nine (9) months (please include the completion date of educational requirements), your application will be accepted. For example, college students who are pursuing a 4-year course of study in an accredited college or university leading to an undergraduate degree in accounting or a related field may apply when they are within nine months of completing all degree requirements – providing all other requirements will be met upon graduation. Applicants MUST submit a copy of their current college transcript with their application. If considered for a position with DCAA, you will have to provide an official transcript verifying completion of all degree requirements before an offer of employment may be made. BASIC ELIGIBILITY REQUIREMENT : Qualifying Education : An 4-year undergraduate degree (Bachelors) or higher in accounting/auditing or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting/auditing. The 24 hours may include up to 6 hours in business law. Qualifying Combination of Education and Experience : If you do not have an undergraduate degree as described in the above paragraph, you can still satisfy the basic entry requirement if you have at least 4 years of experience in accounting/auditing, or a combination of accounting/auditing experience, college-level education, and training that provided professional accounting/auditing knowledge. Such experience and/or education must include one of the following: 1.Completion at an accredited college or university of at least 24 semester hours in accounting or auditing courses of appropriate type and quality (including up to 6 hours of business law); OR 2. A certificate as a CPA or CIA obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (i.e. 15 semester hours) but that does not satisfy the 24 semester hours requirement provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or related fields, AND (b) a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of undergraduate study in accounting or related field, AND(c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the requirements. IN ADDITION TO THE BASIC ELIGIBILITY REQUIREMENT, YOU MUST MEET ONE OF THE REQUIREMENTS BELOW TO QUALIFY AT THE GS-9 LEVEL: A . Specialized Experience- Have one full year of professional accounting, auditing, or related experience comparable to the GS-7 level in the Federal service that demonstrates knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and/or program results audits; and knowledge of generally accepted accounting principles and practices including accrual, obligation, and cost methods through performance of duties such as collecting, measuring, analyzing, and/or interpreting cost information to support determining the cost of providing specific programs and activities; producing written information which may include technical material; and using computers and computer applications to analyze and communicate information OR B. Graduate Education- Completion at an accredited college or university of a master’s degree or two full academic years of progressively higher level graduate education leading to a master’s degree in accounting, auditing, or directly related field such as business administration or finance which provided the knowledge, skills, and abilities necessary to satisfactorily perform GS-9 auditor work. If you qualify based on your graduate education, you MUST submit a copy of your transcript with your application. OR C. Combination of Specialized Experience and Graduate Education- If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you do have. To compute this, first determine your total qualifying experience as a percentage of the experience required under A above. For example, 6 months of professional experience equals 50% of the experience requirement. Then determine your graduate education as a percentage of the education required under B above. Only graduate level education beyond the first full academic year can be used in this calculation. For example, 27 semester hours of creditable graduate study equals 50% of the education required. Add the two percentages together. The total must equal at least 100 percent to qualify. Other Considerations: Do you have part-time or unpaid experience? If yes, credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must clearly indicate the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
Foreign Education: Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.
Travel Requirements: Some positions require travel. Travel is typically local; however, some overnight travel may be required. Mobile audit positions may require extensive travel (50% - 75%) between contractor locations. Government vehicles are not provided for use by DCAA mobile auditors. Mobility Agreement: Mobility agreement must be signed by all new employees. The agreement will not take effect unless an employee progresses to and is promoted to a GS-13 Auditor. If promoted to that level you may be required to be reassigned every three years. Selction under this vacancy announcemnt has promotion potential to the GS-12 level only. I have a master's degree or have completed two full academic years of progressively higher level graduate education leading to a master's degree or higher in accounting, auditing, or directly related field such as business administration or finance which provided me with the knowledge, skills, and abilities necessary to satisfactorily perform GS-9 Auditor work.
